PanARMENIAN.Net - Japan faces the same risks that plague financially-embattled European states, Prime Minister Yoshihiko Noda warned Saturday, June 30, days after he pushed through a divisive tax bill to chip away at the country's mountainous debt, AFP reports.

Noda's statement comes a day after leaders from the 17 countries sharing the euro struck a deal to direct emergency measures at Italy and Spain and boost the ailing economy.

?Countries like Italy and Spain have made desperate efforts towards financial recovery,? Noda said.

"But once markets start looking into a country's fiscal condition and considers its government has no ability to enforce disciplined management, what would happen? We need to think about it very hard." he told a forum in Tokyo.

The European accord paves the way for the eurozone's 500-billion-euro ($630 billion) bailout fund to recapitalize ailing banks directly, without passing through national budgets and adding to struggling countries' debt mountains.

The eurozone bailout funds would be used to stabilise markets by buying countries' bonds to drive down high borrowing costs that in recent weeks have crippled Spain and Italy.

Japan also has accumulated a huge public debt, which at more than double the GDP, is proportionately the world's largest, and Noda has warned that the future of the world's third-largest economy rests on tackling it.

Noda, who has staked his premiership on a tax rise widely believed to be a sensible way for Japan to begin plugging its fiscal hole, on Tuesday passed legislation to double consumption tax in the powerful lower chamber.

"Japan is now hanging on the edge of whether it can grab the chance of being a role model in the world by overcoming this challenge or becoming a Far Eastern state without vigour, where many old people live," he said.

Opponents of the planned tax rise from the current five percent to 10 percent by 2015, including a sizable rebellion in his own Democratic Party of Japan (DPJ), say any increase in household bills would derail Japan's uncertain economic recovery.

The bill will now go to the upper house where it is expected to pass after deals Noda reached with opposition parties to navigate a chamber his party does not control.

Indy eyes NCAA football championship

INDIANAPOLIS (WISH) - Playoffs are coming to major college football. And the decision, which became official Tuesday, spells opportunity for Indianapolis.

It's a big change that could mean big money and the national spotlight for the Circle City.

While the new playoff format will include only four teams, playing in the usual "college bowl" cities, the championship game will be bid out to any city that's interested.

Having just finished playing host to the Super Bowl, professional football's national championship, Indianapolis seems a natural to go after college football's big game. With its indoor facilities and a long history of handling big crowds for both pro and collegiate sports, even in the middle of winter, Indianapolis is sure to be among the top tier of cities in which to play the game.

"This kind of game would not have the kind of impact of the Super Bowl, but it will be very close," said Matt Will, an associate professor of finance at the University of Indianapolis.

Will said the potential payoff of hosting a college football championship is huge for Indianapolis.

"It's outside dollars. You know, that's the key here. These are outside dollars, big money too. The people that like their college teams, they'll spare no expense to see them play," he said.

Moving forward would require a green light from the Indiana Sports Corp., which spearheaded the city's successful bid to host the Super Bowl. But it all starts with the mayor.

Indianapolis Mayor Greg Ballard is in Germany, but a spokesperson for him told 24-Hour News 8: "The city is capable of hosting it. It's interested if it makes sense. Everyone has to agree."

It may come down to cost. How much money will it take to win the bid?

"But the key is, it has a snowball effect. Because not only will you attract this one-time audience, you will now be on the consideration list for other events," Will said.

Which means the successful Super Bowl this past February may well put Indianapolis near the top of the list for hosting the 2015 College Football Championship.

While Indianapolis waits for the bid requirements before going full speed ahead, the competition is already under way. Thursday, the Houston Sports Authority announced it will not only go after the college championship game, but "agressively pursue this game." And late Friday, the Chik-Fil-A bowl people said they will work hard to bring the game to Atlanta.

The Starter Kit can enable control of a single room, which may be fine for some users -- to add additional home theater setups you can bring on more HC-250s at $599 a pop. There's also an option to add ZigBee lighting controls ($129 per switch), ZigBee door locks ($150 to $350) or a door intercom unit with camera ($799). All-in, outfitting a large home can be quite pricey, and the Starter Kit is designed to get folks in the door, rather than to deliver a complete solution. Not only would consumers want to shop from a retailer with a more personalized experience, basket sizes would also likely increase as consumers find new products.

Time is always top-of-mind for mobile marketers, but social media adds an additional real-time element to consumers looking for information, recommendations and products while on their devices.

?Mobile shoppers want to be able to find what they are looking for, share it with their friends and purchase it quickly and easily ? often in 60 seconds or less,? said Dan Lowden, vice president of marketing at Digby, Austin, TX.

?Enabling social sharing on product pages allows retailers to see which products are most popular on mobile and then merchandise accordingly. Social media creates a two-way conversation between the consumer and the brand. Paying attention to social media channels lets retailers see which products are shared most often and receive the highest response. Retailers can also see what their most loyal ? and disloyal ? shoppers are saying about their brand and see where they are successful and where they need to improve,? he said.

Peter DiBart, regional vice president for Metia, New York, believes that social media needs to have a commerce-first approach.

Additionally, any content that a brand distributes can be seen as potentially leading to commerce, showing how social media has the ability to drive more than just online traffic.

?Every social experience can be transactional. Every transaction can be a social experience,? Mr. DiBart said.

?There?s an increasing number of people who are engaging with social media on their mobile devices, and the percentage of people being referred to mobile retail sites from social networks is on the rise. Oh wow. It's been forever since I joined a game like this. Was it three years? Four, maybe? I think it was four.

I gotta say, you seem to have this pretty well organized and thought-out, and you've got me itching to try it out.

I have a few questions, first. One, how is travel from system to system performed, and how long does it take? Second, would you be opposed to a nation of sorts that was more of a Flotilla, with no real home exactly, but just a bunch of ships that move around together? (And no, I'm not planning on making the Quarians.) And third, how exactly do we describe the weapons and armor of ships? Do we just make stuff up, pretty much, so long as it's reasonable and not overpowered?

And don't mind the avatar. I'll probably change it back tomorrow, I feel like I won't be taken seriously as it is. :)

Moderate Exercise Can Lower Breast Cancer Risk: Study

Just a little bit of exercise is enough to decrease the risk of breast cancer, according to a new study.

However, University of North Carolina in Chapel Hill researchers said that the best way to lower your risk of breast cancer is to get to a healthy weight and maintain it.

The study, published in the journal CANCER, included 1,504 women who had breast cancer (233 of them had noninvasive breast cancer, while 1,271 people had invasive breast cancer), as well as 1,555 women who didn't have breast cancer. All of the women were between ages 20 and 98.

The researchers found that reproductive-age or postmenopausal women who reported exercising the most in the study -- between 10 and 19 hours each week -- were the ones who had the greatest decrease in breast cancer risk -- a 30 percent lower risk of the disease.

However, even women who exercised less than that seemed to have a decrease in breast cancer risk, especially for the hormone-receptor positive kinds of breast cancer.

And you don't have to be a marathoner or super-exerciser to reap the benefits -- researchers found that all levels of exercise intensity were linked with a decreased risk.

"The observation of a reduced risk of breast cancer for women who engaged in exercise after menopause is particularly encouraging given the late age of onset for breast cancer," study researcher Lauren McCullough said in a statement.

But the important thing is to maintain the healthy weight -- researchers found that if a woman stayed active but put on significant pounds, breast cancer risk increased -- suggesting weight gain can actually negate the positive effects of exercise.

Similarly, TIME magazine reported on a Fred Hutchinson Cancer Research Center study showing that women who experienced a moderate weight loss -- as a result of eating healthily and exercising -- also had a decrease in hormones linked with breast cancer.

(AP) ? A divided Supreme Court threw out major parts of Arizona's tough crackdown on illegal immigrants Monday in a ruling sure to reverberate through the November elections. The justices unanimously approved the law's most-discussed provision ? requiring police to check the immigration status of those they stop for other reasons ? but limited the consequences.

Although upholding the "show me your papers" requirement, which some critics say could lead to ethnic profiling, the justices struck down provisions that created state crimes allowing local police to arrest people for federal immigration violations. And they warned against detaining people for any prolonged period merely for not having proper immigration papers.

The mixed outcome vindicated the Obama administration's aggressive challenge to laws passed by Arizona and the five states ? Alabama, Georgia, Indiana, South Carolina and Utah ? that followed its lead in attempting to deal with illegal immigration in the face of federal inaction on comprehensive reform.

The administration had assailed the Arizona law as an unconstitutional intrusion into an area under federal control.

Justice Anthony Kennedy, joined in his majority opinion by conservative Chief Justice John Roberts as well as three liberal justices, said the impasse in Washington over immigration reform did not justify state intrusion.

"Arizona may have understandable frustrations with the problems caused by illegal immigration while that process continues, but the state may not pursue policies that undermine federal law," Kennedy said. That part of the ruling drew a caustic dissent from Justice Antonin Scalia, who said the Obama administration doesn't want to enforce existing immigration law.

A second opinion with potentially important implications for the presidential campaign is expected when the court meets Thursday to issue its final rulings this term. The court's verdict on Obama's landmark health care overhaul probably will come that day.

In other action Monday, the court:

? Ruled unconstitutional by a 5-4 vote state laws that require judges to impose sentences of life in prison with no possibility of parole on convicted murderers younger than 18.

? Struck down, also 5-4, a Montana law limiting corporate campaign spending, declining to revisit the two-year-old ruling in the Citizens United case.

The Arizona decision landed in the middle of a presidential campaign in which President Barack Obama has been heavily courting Latino voters and Republican challenger Mitt Romney has been struggling to win Latino support. During a drawn-out primary campaign, Romney and the other GOP candidates mostly embraced a hard line on the estimated 11 million illegal immigrants, though Romney has lately taken a softer tone.

Obama said he was pleased that the court struck down key parts of Arizona's law but was concerned about what the high court left intact.

"No American should ever live under a cloud of suspicion just because of what they look like," the president said in a written statement. He said police in Arizona should not enforce the provision in a way that undermines civil rights.

"What this decision makes unmistakably clear is that Congress must act on comprehensive immigration reform," Obama said.

In Scottsdale, Ariz., later Monday, Romney said he would have preferred that the court "give more latitude to the states" in immigration enforcement.

Romney told campaign donors that the law has "become a muddle" and that the states have more options to enforce their own immigration laws.

Earlier, he said in a statement, "I believe that each state has the duty ? and the right ? to secure our borders and preserve the rule of law, particularly when the federal government has failed to meet its responsibilities."

In his majority opinion, Kennedy distinguished the "show me your papers" provision from the other challenged parts of the law by pointing out that consultation between local and federal authorities already is an important part of the immigration system. Local and state police called on the Immigration and Customs Enforcement's support center more than 1 million times in 2009 alone, he said.

Kennedy said the law could ? and suggested it should ? be read to avoid concerns that status checks could lead to prolonged detention. "Detaining individuals solely to verify their immigration status would raise constitutional concerns," he said, but he did not define what would constitute too long a detention.

A divided court struck down these three major provisions:

? Requiring all immigrants to obtain or carry immigration registration papers.

? Making it a state criminal offense for an illegal immigrant to seek work or hold a job.

? Allowing police to arrest suspected illegal immigrants without warrants.

The vote was 6-2 against making it a state crime not to carry immigration papers and 5-3 against the other two provisions.

Justice Elena Kagan sat out the case because of her previous work in the Obama administration.

Arizona Gov. Jan Brewer said the ruling marked a victory for people who believe in the responsibility of states to defend their residents. The case, she said, "has always been about our support for the rule of law. That means every law, including those against both illegal immigration and racial profiling. Law enforcement will be held accountable should this statute be misused in a fashion that violates an individual's civil rights."

Civil rights groups that separately challenged the law over concerns that it would lead to rights abuses said their lawsuit would go on.

Even with the limitations the high court put on Arizona, the immigration status check still is "an invitation to racial profiling," said American Civil Liberties Union lawyer Omar Jadwat.

Carlos Beltran, looking for day labor work Monday in the Phoenix area, said he was glad to hear the court struck down most of the law.

"We can still be here today, find a job and go home and tell our wives we have something to eat tonight," said Beltran, who was born in the U.S. but whose parents are illegal immigrants.

With the ruling, however, Beltran said the potential for racial profiling will become worse. "I don't want to have my dad afraid of looking for a job. He has four kids. They shouldn't be afraid of trying to make a living," he said.

The Obama administration sued to block the Arizona law soon after its enactment two years ago. Federal courts had refused to let the four key provisions take effect.

The other states adopted variations on Arizona's law. Parts of those laws also were on hold pending the outcome of the Supreme Court case.

Chief Justice Roberts and Justices Stephen Breyer, Ruth Bader Ginsburg and Sonia Sotomayor joined all of Kennedy's opinion.

Scalia and Justice Clarence Thomas would have allowed all the challenged provisions to take effect. Justice Samuel Alito would have allowed police to arrest immigrants without papers who seek work, and also to make arrests without warrants.

Scalia, in an unusual move, pointed to facts not in the record before the court when he described Obama's recently announced plans to ease deportation rules for some children of illegal immigrants.

"The president said at a news conference that the new program is 'the right thing to do' in light of Congress' failure to pass the administration's proposed revision of the Immigration Act. Perhaps it is, though Arizona may not think so. But to say, as the court does, that Arizona contradicts federal law by enforcing applications of the Immigration Act that the president declines to enforce boggles the mind," Scalia said.

The case is Arizona v. U.S., 11-182.

The cash-for-care benefit paid to Norwegian mothers so that they can stay at home with small children means they may quickly fall behind in the world of work, according to recent research.

Carried out for a PhD at the University of Stavanger (UiS), this study shows that many women also work reduced hours up to two years after their entitlement to the benefit ends.

This finding could be important for other countries considering policies which either encourage or discourage mothers to work while their children are young, says author Nina Drange.

"Half the mothers who cut their working hours while receiving the benefit were not back in full-time work again when their child was four and cash-for-care had expired."

Carried out with UiS economics professor Mari Rege, Drange's study covers all parents who had their youngest child in 1998 and no further children.

These were the first mothers able to fully benefit from the government cash allowance which let them choose to spend more time at home when their child was one and two years old.

Drange, who now works for Statistics Norway, has compared the job status of this group with mothers who gave birth in 1995 three years before the benefit was introduced.

This study forms part of her doctoral work at the UiS on how subsidized care arrangements for Norwegian families with children influences workforce participation and child development.

A boomerang for women

According to Drange's research, many of the mothers who have received the cash-for-care benefit are not back in full-time work until their child is six.

"So this scheme has had an unintended effect," she says. "A number of mothers were expected to withdraw temporarily from the labour force, but it was not expected that many would remain away from work after their child was three."

From that perspective, the overall effect of welfare provisions intended to give families greater flexibility over child care could prove a boomerang for women.

In Norway, they might end up on the basic state pension because mothers are usually the ones who take advantage of long maternity leave, the cash-for-care benefit and part-time work.

"Women thereby fall behind in the labour market," says Drange. "They quickly acquire the main responsibility at home and miss out on the important benefits and lessons gained at work."

Some mothers safeguard

Drange has also looked more closely at possible differences in effects of the subsidy among mothers with or without higher education, and at those who were high or low earners.

"During the first couple of years after the cash-for-care benefit expires, when their children are two and three years old, little distinguishes these different groups," she says.

"By the time the child is four, virtually only mothers with no higher education and poor pay are still more or less outside the labour force. The educated mothers are back in full-time work."

She says that, surprisingly, the time out of the labour market does not seem to have any substantial effect on pay developments for mothers with higher education when their child is four-five.

"These mothers do not lose much by being partly away from work during the first few years after they have received the cash-for-care benefit".

"My findings might suggest that they have succeeded in maintaining the necessary contact with their job by working on a part-time basis."

Mothers with higher education are thereby able to safeguard their expertise and networks, which both play an important role in their future careers.

"These women may perhaps be aware that they have a lot to lose by being absent from work for a long time," Drange suggests.

No effect on fathers

Drange finds no indication that the cash-for-care benefit had any effect on fathers' participation in the labour market or on their earnings.

"Mothers work less, but fathers do not work more. The latter group may not be able to increase the amount they do because they already have a full load. It's also possible that they don't want to give up time at home."

From a socio-economic perspective, Drange thinks the value of the cash-for-care benefit should be discussed.

"The price seems to be high when we see that mothers remain away from work for longer than was originally anticipated."

Drange points out that the substantial resources invested in the scheme could have been applied elsewhere, and that Norway today has good provision for the youngest children.

"Research has shown that attending child care is beneficial for children, particularly if their parents have low education and income."

Facts: What is Cash-for-care?

Norway's cash-for-care benefit allows the father or mother of young children to choose to remain at home even after their paternity/maternity leave has expired.

Introduced in 1998, this allowance applied to children aged one and two and was intended in part to give their parents more flexibility over their choice of child care.

The benefit has been politically controversial. Opponents claim it undermines equality because mothers are usually the parent who opts to stay at home. Child care is also seen as the best option for children, and particularly for integrating immigrants.

Supporters have stuck to the argument that parents themselves must be allowed to choose the best care package for their children.

Staying at home with a two-year-old will no longer qualify for the cash-for-care benefit of NOK 3 303 a month from 1 August 2012.

This change has prompted some local authorities to finance the programme themselves by offering their own cash allowances to families with young children.
